Is Gang a Better Word Than Tribe?

Gang is a word that makes people upset because they want to call it something else, which is fine. I think it takes the morality out of it because we call gangs basically anybody the government doesn't like. But on the other hand, if you're looking at civilization or society as a whole, violence benefits pretty much no one except for the guys who win the fight. So let me ask you what would you recommend? Well, this is more of a personal question. Why did you pick the word gang instead of tribe?
