In the 1990s Russia tried to build or try to insert itself in the United States, led the international order. Documents are coming through being declassified on the 1990s and we can see what Russian policymakers also hoped for and expected. They wanted American recognition of their greatness even though there was nothing to recognize,. But then already from the 90s, you have a decline in that honeymoon period with the Russian invasion of Chechnya. The enlargement of NATO also contributed to a certain degree.
