Is This a Fermented Type of Tea?

In this case, would this have been a fermented type of tea since it's in some form? That makes me think about how if you're going to try to use a commonly consumed food or drink item as a currency. I don't remember reading anything about how that would be decided upon. But I guess it would be subject to the going rate for teas of a particular harvest and maturity level. All the information would be there on the seal.
