The U.S.-China Relationship
The relationship between Russia and China has waxed and waned over the past several years. But it appears clear that U.S. policy toward both is a factor influencing Russian and Chinese decision-making about how close their relations should be. I think we also need to acknowledge that many of the levers that the Chinese have over the United States would if used hurt the Chinese as well. It's important not to look at all of these things as strictly zero sum.
