Carmataga Obligation
One of the classical criticisms, and my colleague, alden donnelly, is particularly fond of pointing this out, is that various ways of doing carbon pricing and carbon taxis just get passed along to the end user. The only real editor that's sometimes mentioned for carmataga obligation, if you want to supply sit policy, is an upstream carbon tex at the well head. But i think the carmatagac obligation is superior. Because, as we always say, we don't only make the polluters pay. We make the polluterpay to clean up.
