You can run stuff locally. There's like minni cube and a number of projects to actually run cubernett's commands in a minni cluster on your macbook or whatever. If you want to do a small cluster, you don't even have to manage your own master node. You're really only left paying four yohave some small overhead, a few bocks a month for the control plane. And again, free compute credits of your student from these cloud venders makes it really low barrier to entry to start hacking on this stuff.
