Is a Babylonian Talmud at Play?

Babylonian talmud states there was not a tribe in israel from which there did not come prophets. And so it's like, are they, are they overlooking this intentionally? A or they, what are they doing here? The whole thing, very interesting interplay, no matter who the characters are.
