The Roman Empire and the Province of Tiber
Tiberius inherited a fairly settled province at the time of his ascension. But it is garrisoned by a legion, largely there just to make sure that the grain supply gets safely to rome. It's not managed on the ground by people that actually live there any more. They're growing up in this kind of atmosphere of general roman encroachment and hostility against the romans as well. And all of this kind culminates in a d 17, when taparinus revolt breaks out in earnest.
