President kennedy wanted to avoid declaring war on cuba, either implicitly or explicitly. He mentioned the possibility of cutting a deal where we would remove our missiles from turkey in exchange for the soviets removing theirs from cuba. But this was only a tentative suggestion and people started thinking more seriously about the possibility of establishing a naval blockade around cuba.
