As a mental health professionl i make recommendations as to what needs to be done on a psychological basis. And that is to contain his influence. We could hold him sponsible for much of it. Severe symptoms do not necessarily exonerate one from responsibility. It doesn't count within freedom of speech. A violence is a crime, a violence against others and we can certainly count this as major violence against others.
