The City of Los Angeles' Policy on Property Taxes

Cities in the blue states that particular, which I live in, have massive debits and obligations. They don't have a tax base anymore because people are fleeing them. And they will start looking for people with assets to help fund their police force. It seems to me it's a violation of all sorts of search and seizure laws.
