The Number Stations in the Cold War

The number stations were a way of communicating with an agent in enemy territory. It was just being broadcast over the normal air waves using a regular radio. Somebody could tune into that and hear those messages and identify that they were for them by their identification number. Then, using the one time pad, they'd then be able to decript them so that they would then know what their instructions were.
