Sen. Tom cotton of Arkansas said he was focused on other issues such as the warran wcrane and gas prices. Other senators who were also not told by their staff say it wasn't malicious or sneaky. I'm pretty sure there are some senators who oppose it, and would have blocked it if they had thought about it.
