What Can Committees Do Better?

Dr. Mike Hornberg talks with CSPAN's Rudy Vierboke about his new book, Inside Congressional Committees Function and Dysfunction in the legislative process. He says Congress needs more staff that are representative of the country as well as better ways to hold hearings. Committee leaders can also encourage bipartisanship by creating spaces like congressional delegation trips or bipartisan working spaces for staff.
