T's Valley Combined Authority was set up around the same time as devolution moves. The plan was to convert 4,500 acres of contaminated land into a green energy beacon. But local property developers spotted an opportunity and took it. They only paid half a million pounds but it gave them huge leverage. In return for giving up that interest, Ben Houcham gave them 50% control over the whole development.
