In EIP 1559, protocol engineers decided not to just give the Ether Award to those who are staking. They instead gave it to all of the birds in the entire flock - whether they're inside a pond or outside on the edges and sitting on their eggs. This reduces supply for anyone who holds ETH by reducing totalETH supply.
