The distances are so vast between these instances of alien life forms that there's no realistic hope of high-fiving each other. And if you've got an expanding universe that makes it difficult for light to reach certain areas, then this becomes even more difficult. So my conclusion would be yes, there's almost certainly intelligent alien life out there. Just it's quite a long way away.
