What Has That Meant for Skills in Education?

We haven't seen a strong pathway to really up skilling very large numbers within the u k Work force. And that's partly because we've seen a set of policies that have put the risk and the cost of gaining skills on to workers. So if you think about early training, your education post 16 18, that's a cost that workers carry by enlarge now through loans. We don't generally have those kinds of planning mechanisms in this country. I can confidently they're not always great at making those decisions.
