The Cigarette Tax and Tobacco Prevention Programs
Mexico City, the largest city that's done a soda tax saw much steeper declines. There is at least somewhat of a virtuous cycle there where they are funneled into tobacco prevention programs. To me, it's important to have some sympathy for the dilemma facing elected officials in a place like Philadelphia.
