Cronin: City engineers tried to dig better sewers and drainage systems for years, but the ground was so saturated with runoff from Lake Michigan that there was literally no dry place to dig. So city council passed a series of ordinances requiring that the grade levels of streets be raised anywhere from 4 to 14 feet. Cronin: The process took two decades and required that large buildings weighing many thousands of tons be lifted by dozens of men turning dozens of jacks in unison.
