How Does Bi-Metallism Fail?
France established Napoleon as century established the exchange rate between gold and silver. The way how bi-metallism worked is that the French mint guaranteed these fixed exchange values. So everybody could bring silver or gold to the mint and get a certain amount of coin in return. But France didn't want to help Germany in advancing its currency reform. They had no interest in making currency reform easier for Germany than it had to be. And one answer is that they had just lost the Franco-Prussian war to Germany.
