The Impact of Human Capital Theory on Education
The World Bank has argued consistently since the 80s that human capital embodied in educated workers would raise the income of countries. The knowledge economy also seemed to reinforce the idea that we now needed more educated workers. And this was known as skill bias theory because at the heart of this form of human capital theory was the idea that technology would drive the demand for higher educated workers.
