Is It Possible to Avoid Arms Races?
There's some case for this being not positive from a risk perspective. Competition between different states might exacerbate safety risks or risks of conflict. The recent export controls, at least in the near and medium term, probably reduce the extent of justified Western fears about China catching up with AI progress.
