Tocqueville was impressed with what the Americans have done to avoid despotism. He doubts it can be a solution forever for the Americans, and he's pretty sure that France had by that time lost the possibility of just generating it spontaneously. The United States hasn't maintained its federal form as well as some other federations,. partly because most other federations have at least one province or state that has a really robust sense of pre-political identity.
