Will a Speech of Promises, a Fact Is Polling?

He didn't really say anything positive about the state of the country there wasn't anything he could take credit for. He just made a bunch of promises, which were equally as empty as those he made on the campaign. It does not instil confidence in the american people to deliver a speech two years indor your presidency that contradicts everything you said ws good for the nation on the campaign trail. The question is, will a speech of promises, a fact is polling? If it does, cause he's trying to cray to feel good movement, will that benefit democrats in the mid terms?
