The History of the Dutch Reformed Church
The dutch government did not enforce conformity to the reformed church. They also saw an influx of refugees, especially from portugal, who went to the netherlands and began to re embrace judaism. And so in effect, they allowed it to happen and allowed synagogues to be created as long as they weren't right on the main city square. We see many synagogues being built in cities like middleburg and amsterdam that were just slightly tucked away down a side street.
