The District of Columbia wanted to rewrite its criminal code. It went through the legislative process, but everything in DC has to go to Congress for review. Republicans took the opportunity to make this an issue about Democrats being soft on law and order. Even liberal Democrats in the nation's capital have gone too far for President Biden.
