Wazzy extends what Wasm can do by giving you full access to things that Docker might need. I would presume if when or if browser supported Wazzy, they could offer functions that they could give to the web assembly application for it to then modify parts of the DOM. It's just not what they have yet because I don't think any browsers implement Wazzy. That's kind of similar to like web workers where web workers are its own environment and doesn't know about outside world.
