John Defterios: The nuclear consultative group was part of Mr Biden's non-proliferation toolkit. He gave the impression that Mr Biden wants to prevent the proliferation of nuclear weapons in East Asia. In return for that, South Korea has given a commitment that it will remain a member of the NPT regime and not develop its own independent deterrent.
