What's the Difference Between Partisan Government and Partisan Legislation?

The interastructure bill, signed into law on november fifth, tnt, and the unusual course it took. When either party passes legislation on a straight party line vote, the legislation doesn't have to be moderate enough to attract votes from the other side. And b makes you wonder why we send senators and representatives to washington. If the leader can set the agenda and tell the members hata, why not just let the leader in each house run the whole thing? i think by partisan government and by partisan legislation are absolutely essential for the health of our democracy.
