There is a tendency more generally with military operations to focus on civilian casualties. The Pentagon rightly says, you know, we pride ourselves on adhering to the law of war. But then there's this other expectation that's more demanding. And it's probably why it's taken a while for the Pentagon to prepare its civilian casualty plan.
