Zaccheus was a tax farmer, which in that society was the worst of the worst. Israel was occupied and oppressed by the roman empire. Tax farmers were jews, not romans, who sold out their countrymen. The two lowest rungs on the moral ladder, and every society has a moral ladder, were tax collectors and prostitutes. And who does jesus eat with on a regular basis? Tax collector and prostitutes.
