Saddam Gaddafi and the War on Terror

The war on terror was a chance for every secular dictator in the Arab world to get more support from Americans. Gaddafi did it by both playing up his credentials for fighting the war on terror and saying here, you can have my WMD. Don Rumsfeld declined to give Saddam status as a prisoner of war, which would have made available certain international legal opportunities against him.
