In the early 1920s, radio was essentially an unfettered market. Herbert Hoover had ideological problems with this free-for-all in radio. The Commerce Department actually manufactures chaos. And because of that, they created demand for more intrusive government control. We've never hit the technical scientific limit - it not even come close.
