The Rule of Laws

The rule of law is such a contested concept, it's quite an ideological concept. It seemed to me after a lot of thought and reading and writing over a number of years that it is important to draw a distinction between formalistic, explicit, written rules and informal norms by which people often in practice live. So my focus in this book was on that type of quite self-conscious, explicit lawmaking.
