Drug Subsidy - The Clinton White House 1996

Congress apportioned some $1 billion to pay for advertising space for the ads produced by the two groups. The scheme wasn't very popular at the TV network, since each government-sponsored ad slot had to be coupled with a free one from stations themselves. So effectively getting half price for ads didn't make the networks very happy. They came up with the idea of using programming itself via the plots of popular shows to redeem the second ad slot owed to the government.
