Are the Bugs Really at War With Us or Is It All Propaganda?

Are the bugs actually at war with us or do we just need a foe? Well, they don't need to be specifically. The bugs aren't sitting back. They've been like that planet over there. We're going to take them out. Instead, their whole mechanism by which they propagate through the universe is just like putting spores on a rock and just launching their rock into space. It's not like you could just send it into space and it keeps hitting Earth. That would make more sense than the bugs that don't even have space travel.
