Maladaptation in the Public Sector

Mal adaptation simply is, instead of reducing vulnerability and risk, the reverse. People who are supposed to be protected from floods or from sea level rise, or from heat waves, in fact, they become more exposed and more vulnerable. If public sector doesn't account for private sector, a lot of action takes place in which riskis transferred from one part of the city to another because of the wrong adaptation choice. In the chapter that we helped to write, there was a case just outside of bancock where localized flooding occurred because of unregulated, private secar development.
