It's only second to a budget in 1972, when the then Tory government under Edward Heath decided that they were going to also massively cut taxes. They also have cut lots of tax rates and postponed increases and abolished taxes all in the name of getting growth. Sadly, in 1972 that ended up as a complete disaster.
