The History of the Police Department in Oakland
In the early 1990s, Oakland had 150 to 160 homicides on a bad year. The police department would engage in 10, 15 shootings a year. Police shootings involving suspects who were armed and unarmed, almost all black. They up armor as a result of the drug war and the massive influx of cocaine and heroin into the country.
