The Theory of Under-Specified Val's in Linguistics

In Julahr, where you have a lot of rounding harmony, you have this Val which comes out as E after E and E. So yeah, that makes no sense. It makes absolutely no sense. Just because this is something that you can describe in the theory of under-specified Val's.
