The only way you can answer this question on a scale of 45 million papers is to automate it. The evidence does seem that even if the agencies do say, hey, we want to see innovative research, that's not the case. And like you said before, because you have to do more and more and more times, you have to actually publish pilot data. You're essentially doing a lot of the research before you're actually doing the proposal.
