It's intentional so that you have to drive your ass to from one place to another. The guy that could beat sim city is somehow like making decisions about this like he's Palpatine. We're not going to stop people from being the shit out of you on the subway or Or Not showering running around new York City. It would just be unworkable, which is part of the reasons why ever American cities have been laid out their way.
