What Is the Dichotomy in the Minsk Process?
For Merkel, I think that she and her French counterparts and the United States really pursued up until the very end, until early 2022, a dual-track policy. In other words, if Ukraine would have been willing to reach a negotiated settlement, they probably would have gone along with that at the time. And that's how I interpret all of the addenda that were made to the Minsk accords.
