The only way dollars can get in an account at the Federal Reserve is if the Fed credits that account. For JP Morgan to have a positive balance, the Federal Reserve has to credit it first. Then they can debit the account. And that's technically when you look at it very closely, that is adding money before the economy can pay taxes or buy bonds.
