Is the Royalty Set at the Market Place Level?

I hate these like, you know, w i think i've shown that i like to launch stuff and change it a lot. So the idea of something that isn't unfungable is terrifying to me. And this is something that i also have qualms with. I think the royaltie should be able to be set at the smart contract level,. which they can be, but it doesn't work properly. It's ignores it's set at the market place level.
