Joe Biden's Overcome Adversity

Biden in absolute top season form was always slightly incomprehensible. Some people around him say, well, I know, it's no worse than it's ever been. What's harder to explain is the increasing oddity of some of his public pronouncements. And one doesn't want to get into elder abuse, but he is the man who's decided to put himself forward once again for the presidency. You know, last week, he finished a speech by saying, God save the Queen. He thinks America is still part of Britain. Where to start? What's the best explanation? There isn't one.
