Is There a Good Chance of a Bacterial Life on Earth?

Possibility of life on planets exactly like Earth is one in a million. If you get planets just like us in the same zone and same gravity, that's still a really good chance. At that point, we would expect at least a few thousand planets in the galaxy that had had life. The second assumption then that this made in this argument is that you always go from something like bacteria life to intelligent animals. That is not obvious.
