Is the Referee's Behaviour Changing?

I think is that is that referees are not interpreting the guidelines, and they're human. And there's so much, certainly for my view of watching rugby, there have been more. So they have been a bit more tough on the high tackles than ever before. I remember that first week after we published this thing, the media was all over it saying it was going to kill rugby. Well, that happened in the place that it didn't work. The penalties went up, the red cards went up. You know, like back then, you had a red card every 60 second match.
