Long term history of welfare and social security provision is extraordinarily different from this. It actually substantially predates our own industrial revolution. england was unique in being the only place where regional famines no longer occurred, when harvest failures happened. So as a historian, thinking in those long terms gives you a sense of possibility that might be missing from contemporary political argument - it's very hard for politicians to break outside conventional ways of presenting the problem.
